I have tons of respect for DJB, but I'm not so sure about this idea.
With a 'pull' mail system, recipients either need to poll senders, or
senders need to send notifications when new messages are available.
Notification messages are themselves subject to many of the same problems
as 'push' mail (including spam) becuase they are, basically, pushed to the
recipiients. The overhead associated with polling all of the potential
senders is probably bigger than the overhead associated with bounce
messages.
It might be a cool alternative to current mailing lists though.
