You might want to look at the DHS Club and their strategy of recruiting
people and then aiming them at ratware like send-safe.com.
There might only be a smallish number of ratware authors but they do
rather like selling their product to as large a contingent of clueless
small-scale spammers as possible.
http://www.theclubbuiltonspam.com/ is a good place to get an interesting
view on just one set of spammers.
I think it's safe to say that there are "X" categories of spammers,
for all values of "X".
