Surely "want" is not the right word here.
it's what I intended. if >99% of recipients want to receive the
messages, the sender is in some sense "legitimate". if <1% want to
receive the message, the sender is a "spammer".
This puts the definition of spam in terms of quantity though. So you can
end up with a targetted spammer sending something to a small number of
people, all who think its interesting and useful, yet its bulk and
unsollicited. I don't like legitimising that, and I know I'm not alone in
that. I stick tightly to the monkeys.com definition of spam.
