BL, but that's not a solution -- it just ghettoizes users in those
countries.

I'm assuming that some of the drive offshore is to fixed locations. However it also helps de-legitimize spam. "Yes, we need to advertise your lumber company, but we can only do it using these servers in Latvia." If the goal is to marginalize spam, that helps.

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
