BL, but that's not a solution -- it just ghettoizes users in those
countries.
I'm assuming that some of the drive offshore is to fixed locations.
However it also helps de-legitimize spam. "Yes, we need to advertise
your lumber company, but we can only do it using these servers in
Latvia." If the goal is to marginalize spam, that helps.
