There is something fundamentally wrong with defining spam. Spam is
whatever the end user thinks is spam. The goal should simply be to give
the user tools for dealing with spam more effectively. And more
important is semi-spam - all the gray stuff in the middle.

Reducing traffic is a technical issue that shouldn't depend on a
definition of spam since I can easily imagine other messaging that is
voluminous and wanted such as TV programming being sent via email --
that's simply whole-program buffering.

Fraud is another issue that should be separated out.

Wrapping all this stuff in a tight bundle is what got us into the .COM
mess.
