If the 10,000 people are, as you say, separate, and not caused to do so by one
entity, then no, it would not be under this definition.

Yes, there are a lot of this kind of thing happening. Consider all
the "email your congresscritter" campaigns. I would consider this A
Good Thing and not to be spam.
