These people are in general outright criminals peddling schemes that
are outright criminal. This is not an 'industry'.
You do not rely on people with criminal convictions for Cocaine
trafficing and money laundering abiding by self-regulation.
The guys sending penis creams, porno adverts, money making schemes,
offers to sell hijacked software, identity theft scams etc. have this
type of connection.
The quantities of 'spam' from remotely legitimate businesses is such a
small proportion of the total that we can worry about that after the
criminal spam senders are locked up.

Alright. Good point. I was not sufficiently specific. The "industry
group" to which I was referring transports and delivers e-mail -
companies like AOL, MSN and the local ISP, I didn't intend to include
marketing companies, spammers, or other criminals. And I wouldn't trust
the penis people farther than I can piss ;-)
