Why not filter 25/TCP instead?
Because that prevents users from connecting to an SMTP server as an
authorized client.
However that does raise a variation on the use of the field.
Presumably if you have roving users, you would only fail connections
from NO_XMIT IP addresses when they failed to authorized, rather than
simply at connection time.
