Why not filter 25/TCP instead?

Because that prevents users from connecting to an SMTP server as an 
authorized client.

These should be done on the submit port (587). See RFC 2476. 

Since there is no point in trying to send spam to port 587 (it requires
authorization) only port 25 need be blocked. It is the only port for
mail coming from complete strangers.
