Please remember that CAN-SPAM (as a law) is totally irrelevant to most of
the world.
Unfortunately that's not quite the case. The law may make it more difficult for
people outside the US to stop spammers operating from the US. There are also
potential problems for non-US suppliers of anti-spam software and solutions,
trying to sell their software in the US.
