Please remember that CAN-SPAM (as a law) is totally irrelevant to most of
the world.

That goes without saying.

But that does not mean foreign mail coming into the US can not be subject to
legal restrictive access.   It just means a foreign non-compliant sytem
would not (or more difficult) to be subject to penalties or charged with a
crime.  By the same token, it may be that a foreign compliant system have
less or no rights to sue anyone in the states for blocking mail using
non-compliant methods. :-)
