A good candidate for an IESG note longer than that in SPF. ;-)
Checking 2223is draft -08, apparently there is no way to move
it to the ASRG before publication, the ASRG is no WG. <shrug />
For John's memo it could be a similar problem, unless he wants
a BCP there might be no "IETF last call". These "bypass IETF
last call" loopholes are odd.
