I concur with Seth on this point (among others).  There is little
reason to inform a known bad-actor network provider that it's a known
bad-actor network provider.  (a) It aready knows and (b) doing so will
assist it in evading detection.

The listing is its own notification.

I also strongly concur on this point.  Given the volume of listings
carried by some DNSBLs, attempts to inform network providers (or domain
registrants) would result in spam or similar abuse.

Network providers and domain registrants who care about whether or not
they're listed have many options: querying DNSBLs, using any of the
web sites that have sprung up which query multiple DNBSLs, or using
tools like "blq" that can do the same.
