You probably don't want to do that, since the performance of book
entry transactions is worse than for bearer ones.

But bearer system cannot be done securely, implying book entry system
anyway, so let us hear no more on bearer systems.

Huh?  Bearer systems are just as secure as book entry, but they have
different performance characteristics.

If you're doing book entry, you need at least a journalling system
to log the entries to be added to each account, if not locks on
each account to maintain the balance.

So what?

locks -> bottlenecks -> slow.  It's a basic problem of any concurrent system.

Minting/melting takes fewer read/write operations than delivering an
e-mail by several orders of magnitude, and even if a paid e-mail took
ten free e-mails to implement that would not be a problem.

This is a non-sequitur.  Delivering mail is inherently very parallel,
postage operations are not.  The whole point of postage is to apply
global limits to the number of messages that someone can send, which
means that all those parallel deliveries have to funnel requests to a
limited number of banks/postoffices/whatever to find out whether the
senders have any mail-fu left.

The problems are political not technical.

They're political AND technical.
