I don't see how this has any possibility of working.  Economic systems
analogous to the mechanism you describe work, and are financially viable,
because the overwhelming majority of transactions that they process are
legitimate, and the transaction charges levied are sufficient to cover
the overhead of detecting and dealing with the bogus ones.  But the exact
opposite is true w.r.t. email: the overwhelming majority of transactions
are bogus.  (And the adversary can easily push "overwhelming majority"
to as many 9's as necessary or desirable at will.)

Are there any real-world examples of systems where (say) 99% of the
attempted transactions are fraudulent, yet the system remains viable?
