Why not? SPF users are just a subset of SMTP users, and hence spam
victims, who thus deserve being considered by the ASRG.

The same is obviously true for SPF. I concur they are both enabling
authentication technologies.
The only thing that's going to make the amount of spam drop is major
legal and technical advances that get rid of botnets. Don't hold your
breath.
Isn't that an overly renunciative approach to reputation systems?
