Why not? most machines aren't MTAs, so they should have negative CSA

I think its more a design choice and only important during the "ramp-up"
period. After all, many machines do not have "negative" MX records today.
Machines either have an MX or they don't. So its not a critical issue for
the technology...seems like a reasonable idea for the implementation period
though.
