In this particular context this isn't a spec. It's an implementation; and 
I'm erring on the side of caution because I _know_ I have things which 
validly connect to a local port 25 and use `hostname` in HELO. Sometimes 
they haven't even connected explicitly to localhost; sometimes it just 
happens to _look_ like that to the MTA.
