message to a single CRLF.  But what if the message has no trailing 
CRLF at all?

That's an interesting catch. FWIW, the original intent was "remove and
append" rather than "reduce". That seems to be a drift from the
original "simple" definition - was that conscious? The original goal
being that every line fed into the verification always has a
terminating CRLF.
