Should that be in SSP?  Should it be in something else?  
Should I encourage all of the banks to use a non-standardized 
external mechanism while y'all argue?

Policy should support that statement and only that statement plus the absolute 
bare minimum required to move from one version of DKIM (read algorithm choices) 
to another.

Policy statements should be actionable. If the policy statement does not cause 
the receiver to act differently there is no value.

"I sign almost all my mail with DKIM" does not seem to me to have any real 
value.


There is a practical value between "I sign all my mail with DKIM" and "I send 
no mail ever". The first has a large scope for administrative mess ups. I don't 
think many people would say they send no mail by mistake.
