A DKIM signature is a statement of responsibility. When a signature
is present, an organization has taken responsibility for the message.
I don't care about what spammer took the responsibility. If the PRA -
DKIM by design ignores the envelope sender address, that leaves only
the PRA - says it's suspicious then it IS suspicious, no matter what
anybody else signs.
