Unfortunately, moving the text is this direction for this item requires going
back over the rest of the protocol spec to make sure it deals with multiple
signatures consistently.
I think it simpler and safer to have the core spec deal with a single signature
-- a single DKIM-Signature field -- and then add the section on multiple sigs
to
say that the basic mechanism can interate over multiple sig fields.
"the verifier" therefore would refer only to the handler of a single sig.
