I know of no cases where SPF records are escaped by dig, but I could
have missed some.  The SPF records syntax doesn't use semi-colons, but
they do use a bunch of other special characters in the set [:=%{}+,-./=_?~].

Gotcha. Since I don't know all the escaping rules used by various versions of
dig, I'm going to guess that SPF got lucky - or did someone do homework on 
this
matter prior to devising the SPF syntax?

I think we just got lucky.  We did a lot of research on other things,
but I can't recall anyone doing any research on this.
