You will need to provide more information on how DKIM is not, and why. The way DKIM is defined, I'm not sure you can effectively prevent people using DKIM at a user level (and the draft even indications such usage as possible). Therefore, to to state that DKIM is not intended for user-level may be meaningless, and to ignore the implications of user-level-based usage would be a mistake. --ewh
