consensus on the <ietf(_at_)ietf(_dot_)org> (IETF General) mailing list: thus
they _might_ be a good starting point for such a discussion when a WG
forms.


Such list would be very useful although I am not 100% certain you can get everyone to agree. My only concern here is that the scope of the WG if there is going to be one, might be too limited for this discussion.

BTW: I have no desire to start a long-winded discussion on this list;
but I'm replying to Yakov, who evidently felt it was important to ask
on-list.
