For reference, I think this is the right scope and goal for an IETF
working group to tackle.
However, as always, an agreement at a face-to-face meeting needs to be
confirmed online.
I've gotten a couple of private question about this, since the handling
of this in a BoF could be a bit different from that of a working group.
To clarify my take it, when a BoF is asked a question about the work
the IETF should take on in an area, it is confirmed by an IETF-wide
last call on the charter; since the IETF as a whole will spend resources
on a topic (in the form of cross-area review, IESG time, meeting space,
mailing lists, and so), it is appropriate that an IETF-wide scope be
used for the confirmation. The charter will, of course, be discussed
on this list, but the confirmation is at a larger stage.
I apologize for the delay in presenting a charter to the group; I
hope to do so in the very near future.
