Incorrect: you can implement BATV on a per-user basis. Users can continue
to work as they currently do, but if backscatter is a problem for them
they can reconfigure as necessary (so that they always use authenticated
message submission via the domain's home systems) and turn on BATV,
without affecting other users of that domain.
