If reputation doesn't change over time, it's abusive.
Ask the people who register new domains, and *then* discover that
the domain was used 3 years ago to send spam. They often find that
"reputation services" don't care that the domain has changed hands,
for precisely the reasons you've articulated.
The same applies to people who get assigned networks that were
previously used to send spam. Their traffic is blocked, and they get
told "too bad".
Abusive reputation services are not much better than spammers.
