I suggest that this is not the correct approach.  Multi-editor documents
have a problematic history in the IETF.

This the only dissenting voice I've heard.   I'll take that to mean the
consensus of the group is to proceed as I've outlined.

Jon, Lutz and Rod will collaborate on a new draft that will combine the
work they have individually done.  That will be the basis for the review by
the group.

Bill you are probably not aware of the packet format draft that Jon
submitted last July.  Few were.  Due to a series of bureaucratic snafus
which are no longer important, the draft never made it to the I-D directory.

However, there is existing material that is relevant.  And Jon is in the
best position to combine it all together.  So that is what needs to happen
now.  And as soon as possible.

I'll talk this over with the 3 of them to make sure the mailing list will
soon have a draft that combines all of their work for you to review.
