The license (if one can speak of a license at all, the page is not
clear that it is a license agreement) do not appear to be perpetual,
and it seem to restrict implementation to be unmodified Camellia.

The IETF IPR page do not seem to contain anything related to RFC 3657,
RFC 3713, or RFC 4132 which seems to be a mistake.  Unless someone can
tell me more about why this is the case, I'll send a third-party
notification shortly.
