Regardless of whether you publish in ASN.1:1990 or 1994, someone is sure
to want to implement smime or a derivative, using equivalent ASN.1:1994
definitions.

Agreed. I will add an appendix to the CMS document that pulls all of the
ASN.1 into a single module. However, I am going to use the 1988 syntax.
There are more tools for the 1988 version, so I am going to stick with it.
