SigningTime OID for the new syntax so that legacy S/MIME v2 apps will
recognize the SigningTime attribute. The 2049 rule would give all vendors
52 years to upgrade their legacy products to recognize the GenTime choice.
This is my understanding also, in light of the recent discussion.
