Re(2): Comments on the Cryptographic Message Syntax

CER would require the addition
of a flag or the assignment for additonal OIDs to distinguish CER from DER.


The OID for a signature algorithm specifies whether the algorithm
is applied to the CER encoding or to the DER encoding. For older
definitions where this is not specified, assume DER.
