ESS/CMS ANY DEFINED BY

Paul,

In the ESS doc there is:

        SecurityCategory ::= SEQUENCE {
          type  [0] OBJECT IDENTIFIER,
          value [1] ANY -- defined by type
        }

while in the CMS doc there is:

        OtherKeyAttribute ::= SEQUENCE {
          keyAttrId OBJECT IDENTIFIER,
          keyAttr ANY DEFINED BY keyAttrId OPTIONAL
        }

What's the rationale for using "-- defined by type" in the ESS doc?  Why
not use the ASN.1 syntax "ANY DEFINED BY type" as is used in the CMS doc?
