I think it would be clearer if we changed the definition of "Version" in
smime-cms from:

Version ::= INTEGER
to
Version ::= INTEGER { v1(1), v2(2) }

Doing so makes clear in the definition of Version that the currently
expected values are v1 and v2, while allowing other "NamedNumbers" to be
added in the future.  It tightly relates the version numbers v1 and v2
to Version, as opposed to directly defining v1 and v2 as valuereferences.
