One interesting thing to note is that there's already a blackhole project
intended to combat some of this: it allows a MTA to autobounce mail from
RFC-ignorant domains (that is, domains for which the MXs violate either 1 or
4 above). The list is arranged as a *domain*-based (not IP-based) DNS zone.
