I think this is a job for aliases, not lists - and probably not a job for
either. You're assuming that the sender knows who the recipients will be,
which implies a close association between sender and recipients. It also
implies that you aren't near the scaling problems of aliases which drive
many of the bells and whistles of mailing list implementations.

If the sender doesn't know the recipients of an alias or mailing list,
and/or cares about delivery, they'll address the recipients directly.
(This is one of the things that makes it difficult to persuade people to
use role addresses properly.)
