I agree that addresses with address literals are rare, but that doesn't
mean many hosts aren't ready to accept them ...
For the benefit of people who haven't read the draft, address literals
are still there, and now include IPv6 addresses.
The argument in progress is about whether to synthesize an MX record
from an AAAA record.
