Whereas I may well agree with Larry, I have to raise a red flag in
connection with the term "document declaration". XML has something
called a "document type declaration" which despite its name essentially
gives no useful information about the type of the document or what
software ought to be invoked to process it.
The new namespace declarations should turn out to be more
useful in software dispatching. -Tim
