Now there is this suggestion to collect all declared namespaces at
the top of the document again.  Isn't this going around in circles?
Whatever the reasons for going with locally scoped declarations, aren't
most of them also reasons against listing all such decls at the top?

As the discussion about callendars has just shown, there can be
huge differences between having things inside the document (even
at the top) and outside ("higher up than the top").

Also, requiring that all used namespaces be listed may definitely
be too much in certain scenarios. It could be only the "main"
namespace(s), only the "mandatory" namespaces, and so on. That
would then of course lead to the question of how to distinguish
these cases.
