That is true, but you have to substantially increase the overall number of
queries before you increase the frequency of cache misses across all TLDs.

wrong.  you only have to add a single popular TLD to substantially
increase the frequency of cache misses.

IOW, if the number of queries per day stays static, then the introduction
of a TLD simply means that the average frequency per-TLD per-originator
declines.

wrong.

In some cases this will result in more misses due to TLDs expiring from
non-use. The off-set is that popular TLDs get and stay cached due to
refreshes from multiple queries. Overall usage won't increase significantly.

wrong. 

The logical conclusion of your argument is that we should stick everything
into one big zone, with no hierarchy whatsoever.
