it would, in fact, be really nice to be presented with a concrete proposal, for
assured service, that carried a firm price.
by rights, however, this should divide at least between captial costs,
management costs, and staff costs. The reason is that the first is amortized
over some number of years, the second probably is real, hard money for hiring
professionals, and i bet the last is dandy to use volunteers for.
