definition can still be acknowledged as it is now (or not) in the
normal Acknowledgement section. And if there is no early source
implementation, then the section is empty.
Why not simply make the section optional, then, and let authors and WGs
include it if they think it will provide better insight into the
specification -- or improve its chances of being approved -- and let
others ignore it if they choose?
