I have lingering sympathy for the ISD idea that John Klensin
referred to, but without changing any of our rules or
procedures, an applicability statement Proposed Standard could
be drafted immediately.

I suspect that, even if we had ISDs, a clearly-written
Applicability Statement would be the right way to deal with this
particular issue. If we had ISDs, the applicability statement
might be built into one, but we'd presumably need to do the A/S
work regardless.
