While I admire your math skills I think you're making this way more
complicated than it needs to be. (In the IETF? Perish the thought!)
1. Figure out what the desired ratio is
2. Add up the total number of meetings represented by the ratio
3. Multiply by 2 to arrive at number N
4. Starting with the first available open meeting date, plan the next N
meetings as close as possible to the desired ratio.
5. At the half-way point between now and the end of N; lather, rinse,
repeat.
