When an AD is clearly in the rough against the consensus of the IESG
they should not have the power to individually block the progress of
work for which there is clear IETF consensus.

The current voting procedure is the only protection that the community has
against an AD who has decided that his opinion trumps the expertise of the
working group and the rest of the IESG.
