Seriously? This is extreme. I can understand a 1 day fee up to the date of
the reservation and maybe even charging the full amount if I don't cancel,
but paying $1500+ because I had to cancel at the last moment seems a bit
confiscatory.

Since you brought up the subject of hotel: up to now IETF hotel prices have
been within the federal per diem allowance, but IETF82 seems an exception by a
pretty big gap (see

lodging allowance $186/day, a single room at Hyatt is $263/day with 10% tax)
