So should we move to a one-step process?
There is a detailed proposal for that at
http://tools.ietf.org/id/draft-loughney-newtrk-one-size-fits-a
ll-01.txt
I don't think the arguments have changed much since 2006.
Well, yes and no.
To some extent, that proposal evolved into
draft-ietf-newtrk-repurposing-isd which, without John Loughney's
direct involvement, evolved into draft-klensin-isdbis. Both of
those can be construed as "one level and explanation" proposals,
rather than "multiple levels and trying to make the situation
fit the categories" ones.
