only went to the lisp mailing list, to which I'm not subscribed.

That is the sort of explanation I was looking for.
But since re-chartering is an IETF-wide discussion, I think it would
be helpful that these sorts of things get mentioned in the "WG Review"
messages. That would be helpful to the broader community.
