At lease one of the ISOC's boilerplates states:

      "This document may not be modified, and derivative works of it
      may not be created, and it may not be published except as an
                                            ^^^^^^^^^
      Internet-Draft."

The term "published" is used throughout the process.

Web postings are often considered "published".
